His name's BIll Kaulitz. The guy with the dreads is Tom Kaulitz, his twin brother. They're European pop stars, from the Tokio Hotel.

I just listened to them, and I LOVED the song "Through the Monsoon". Omg, they are SO GOOD!!!

I actually thought I wouldn't like them...but WOW they are so good.
